🏛️ QUESTIONS RAISED OVER EXCAVATOR WORK ON SALYERSVILLE MAYOR’S PROPERTY
Appalachia Insider · October 27, 2026
Photographs provided to Appalachia Insider have raised questions about the possible use of city equipment on property owned by Salyersville Mayor Stanley Howard.
Former Mayor James “Pete” Shepherd, who is challenging Howard in the November 3 election, says he photographed a Kubota excavator at the property and a similar machine later being transported on what he identifies as a city-owned truck and trailer.
Magoffin County PVA records confirm that Stanley and Karen Howard own an approximately 0.66-acre parcel along Water Works Street.
Appalachia Insider contacted Mayor Howard on October 23 to ask about the equipment’s ownership, who performed the work, and whether city resources were involved. No response had been received as of October 27.
The equipment’s ownership and any involvement of city employees, equipment or public funds have not been independently verified. No wrongdoing has been established.
Appalachia Insider will provide updates as additional information becomes available.
