A court ruling has removed several government defendants from a civil lawsuit filed following the 2023 death of Amber Spradlin in Floyd County. According to FOX56, a November 3 order dismissed claims against the City of Prestonsburg, its police department, Floyd County Judge-Executive Robbie Williams, and Magistrates Mark Crider and George Ousley. The lawsuit, brought by Spradlin’s estate, raised concerns about the transfer of emergency dispatch responsibilities to Prestonsburg and whether staffing and operational decisions contributed to alleged failures in the emergency response. The court determined that the county officials were protected by legislative immunity, while the city and police department were shielded from liability under Kentucky law. Claims against former Police Chief Randy Woods and former Mayor Les Stapleton in their official capacities were also dismissed. However, the lawsuit has not been dismissed in its entirety. Civil claims remain pending against several defendants, including Michael McKinney, M.K. McKinney III, Roy Kidd, The Seasons Inn Motel and Restaurant, and Woods and Stapleton in their individual capacities. The ruling addresses civil liability for the dismissed defendants and does not resolve the remaining claims.
